Not trying to be offensive, but I think you're thinking about it too shallowly.
He doesn't mean "negotiate" as in sitting down, debating on terms and conditions, writing out the guidelines, and having everything documented and notarized. Negotiations can be physical, verbal, or abstract. If you're my boss, and I work for you, and I do a good job, I will "negotiate" for respect through an agreed-to "trade" of my hard work and your good management... or, in other words, I've earned it through that "trade." All "earnings" are a series of trades, which happen through some form of mutual negotiation.
As for the "fake respect," that was his point... he even said that, explicitly. He acknowledges that, through force, you can make him "respect" you, but (most likely) not the same way as if he had mutually agreed to respect you.
And your third point contradicts your second point, completely.

I disagree slightly. You can't negotiate for respect. You only earn it.
Enslaving and forcing 'respect' will only get you resentment and fake respect.
And you sure can force respect if you're a tyrant but in the Antifa case it's more trying to be respected by tyranny (and failing at that).

What I've learnt as salesman is that respect isn't earned, it's owed
