Kelly referred to the "vast tonnages" of marijuana and hard drugs that 'TCOs' ā transnational criminal organizations ā move across the border from Mexico.
Though Kelly has come out in favor of prosecuting marijuana, he told NBC's "Meet the Press" on Sunday that marijuana "isn't a factor" in the drug war, and is scarcely the biggest issue on the US-Mexico border.
"The solution is not arresting a lot of users," Kelly added.
Despite doing 0 drugs, I would really criticize them if they started a new big federal crackdown on drugs, and especially marijuana. These are all issues that should properly be handled by the states.
I don't think that's what's happening though.
What I think is happening is that they're talking about the dangers of the evil 420 as a way to bring up and fight for border issues. Essentially, if congress-critters are not swayed by arguments about terrorism, fiscal issues, violent crime, and many other problems associated with having no border, the administration will also be able to bring up defending the US from drugs too as a reason why they need to fund border security and enforce the immigration laws. It doesn't necessarily mean that they're going to fund a big DEA increase and go door to door hunting for peoples' bongs.

'It is a potentially dangerous gateway drug that frequently leads to the use of harder drugs. '
'Kelly pledged to investigate marijuana's "illegal pathways" into the US, and arrest those involved with the drug trade "according to federal law."'
'Finally, ICE will continue to use marijuana possession, distribution and convictions as essential elements as they build their deportation / removal apprehension packages for targeted operations against illegal aliens. '
'Secretary of Homeland Security John Kelly called marijuana a 'gateway drug' on Tuesday, aĆ clear signal that the DHS's stance on marijuana reflects that of the Jeff Sessions-led Justice Department, and the Trump administration.Ć"Let me be clear about marijuana," Kelly said during comments at George Washington University in D.C. "It is a potentially dangerous gateway drug that frequently leads to the use of harder drugs."'
'Kelly said that until Congress passes a law to change marijuana's federal status, "we in DHS are sworn to uphold all the laws on the books."'
