TBH, the bigger issue is when we let these women and Liberals in general get into positions of power where their ideas have a lot of influence over the next generation. The children of Liberals will likely rebel and become Conservatives.

It's supposed to mean "Doesn't care what others think of oneself."
What it means to the majority of people who still use the word: "I agree with this person, but want to still appear subversive and edgy. So I'll project a sense of rebelliousness in what that person said, even though it's just pandering to my predictable views."
