Winning seats is winning seats. If you win seats, you gain power and are considered to be amongst the winners of the election. The VVD is considered to be one of the losers of the election, because they have lost seats and power. VVD is however the biggest party so they can start forming a coalition. Wilders would only rule if he would have an absolute majority, which has never happened. It was clear even before the elections that Wilders would not rule, even if he became the biggest.
