From what I've read it being changed because it singles out one specific disease but in my opinion its basically identity politics at work, blacks and latinos are more likely to have HIV and so are homosexuals so much more likely to end up in court over HIV transmission stuff.
I also read a little while ago that a minority of HIV infected are women (about 10-15%) but have almost half the criminal court cases. This is what happens when you have an imbalanced government, they don't get push back or make compromises they just do what they want based on special interest pressure.

Nothing new, feminists in colleges all across Canada (specifically Toronto) wanted to do the same for years. Since knowingly giving someone HIV is treated like a severe crime, and telling them is mandatory before sex, topped off with women and gays being more likely to have it, they felt they were being discriminated against.
It's absolute insanity that has been going on for a very long time.
