Here's the problem I see with your idea. You're still "picking winners and losers" in a limited system.
Imagine you achieved Bernie's dream and made college "free" for everyone. There will still only ever be so many teachers at any given time. So, there will only ever be so many open spots in the class.
In your idea, all these spots automatically go to students from "poor" families. Students from "rich" families will automatically be unable to attend these schools, because there will always be more "poor" people than "rich" people.
The ONLY way around this problem is to have a truly merit-based admission system. No affirmative action, at all. Simply let in the kids with the highest scores on whatever tests the school in question values most highly.
Eliminating affirmative action, altogether, is the best way to improve educational and professional performance. I include legacy-based admissions like they have at the Ivy-League schools within the catch-all of affirmative action, by the way. EVERYTHING should be merit-based.
