Why bother? The country is in the full swing of a famine and civil war. They're killing each other faster than they can develop replacements to maintain agriculture and infrastructure. The US has done a horrible job when inserting itself into the domestic affairs of third world countries. We should just provide neighboring countries with the support they need to keep Somali's in Somalia and let the people inside fight it out amongst themselves. Build safe zones the Somali's can maintain and otherwise stay the hell out of their business.
