It's very stressful, even if I can convince my ISP to give me a new IP address, I can't be sure if reddit banned just the one, or the whole "block" of IPs associated with me.

Tried it, though not with the "unsafe" browser. In any case, reddit detects Tor and doesn't much care for it.

If you tried a VPN / tor with cleared cookies / whatever they shouldn't detect you. It probably just means the VPN's ip is banned and they banned tor.
How did you try this with both a static and non static ip?

Tor is always an instant ban, same with the proxies I've tried. However, I can't remember if I've tried socks5 proxies. But I always clear cookies and whatever else I can find using CCleaner.
They don't detect me when I use a VPN, but that strange thing happens where the 9 minute counter doesn't reach zero. Could it be because other people are also using the same IP, and posting on reddit (i.e. forcing the counter to reset)? It's a wild guess-- I have no idea.
I've used services with a dedicated IP, like vpnstaticip.com, and services that alternate IPs, like ipvn.net.

3) all those services are probably banned by now
I would try to use the neighbour / work / school IP. They are not tracking you, your are just using banned / multi used IPs
