Actually you do own it. That contract? It's for a service that you don't own and agree to use according to conditions listed in the contract.
General Motors and John Deere has been trying for years to prove that a bill of sale means nothing, but they haven't had as much success as they'd like and that's why this legislation is even a thing. What this legislation does is prevent companies from abusing the DMCA and allowing them to continue to make absurd, bullshit claims that you're operating under license.
This is a future problem lawmakers are tackling now and Apple doesn't like it because it won't let them bully people tomorrow. All the companies against it are the same companies who have developed a reputation for being slimy.

I wonder if they realize that this is giving them bad press. Seriously. If I was them, I wouldn't go anywhere near a legislation that has the words "Right To".

It's about control, with enough astroturfing (see: providers making completely unrelated groups campaign against net neutrality, something they obviously don't understand and crumble when you ask) you can make it seem like this legislation is X bogeyman and everyone who hates X should be on Apple's side.
They do this shit all the time.
