I agree, it doesn't need to be a legislative body.
Think of it more as an "ambassadorial round table" in which a couple dozen countries can get together regularly to discuss the events of the day - membership would be entirely optional and the equal fees collected would be used as the "budget" for any activities the group agreed upon.
"oh hey, do we want an internationally coordinated event to help out with that horrible famine in Derpiderpistan? You know. Pooling our resources and "membership fees" together we can buy food at market price from member states X, Y and Z and then contract member state Q to collect it and deliver it to member state W's air transport hub, where member state R, S and M will offer at cost deliver services to the affected areas and member state H will have personnel available at cost to handle the logisitics of handing it out"
