Although there is an implicit threat, the quotation in the headline is plain wrong - from what I've seen, the (former) Mexican official never says anything about "unleashing" the drug cartels.

Whether they'll just start looking the other way if they can't have it their way is another question. Personally, I think it would be in Mexico's best interest not to give organized crime even more power than it already has.

The title is a lie (typical of zerohedge): the quoted text is never used by an official of Mexico.

As to the (implied, not stated) threat, it would be pretty silly. The US has a whole lot more well-paid and motivated clean cops. Refusing to cooperate in the drug war wouldn't induce the drug lords to move to America, they would just keep selling at a lower price. The whole drug war is a dismal failure and everyone knows it. The cartels aren't shitting up Mexico because of cooperation with drug laws, they're doing it because Mexico hasn't finished cleaning up its corruption problem.
