I've definitely seen an increase in questionable downvoats, however I just have to point out that (unless something has changed since I signed up) there are no default subs on this website. When you first join you get /v/all as your front page until you start subscribing to subs. I said this somewhere else not so long ago but as long as new users keep coming from Reddit, subs need to start enforcing their own CCP limits so that only active, trusted members can downvoat.

That has me thinking, I should probably set the CCP limits for the subs I moderate. Suggestion on a good value?

Hmm I'm honestly not sure of the right answer to that one. I would say a higher limit for more popular subs because there will be more upvoats going around in general. But I think maybe it would be best to ask that question to the members of those particular subs? Anyone who has been active long enough should be able to judge more or less based on their own CCP I'd say.
