I couldn't see anything explicitly saying it's a satire site, but pretty much all of it's articles are similarly unbelievable. Pretty sure this is clickbait.
I don't doubt some mentally ill person could starve their own kids, but the quote is clearly fake, and the bit about feeding them a few drips of ketchup and ice is a bit over the top.
