Couldn't this affect GPS performance? I believe GPS relies on the accurate timing from these satellites.

No, this is a different system, though similar in purpose:

I was under the impression that many smartphones already used galileo but that was the Russuan GLONASS I was thinking of. Most smartphones use both GPS and GLONASS but none use Galileo yet apparently.
