The picture itself isn't particularly creepy, it my be creepy to some with a little contemplation. I think what OP may find disturbing is the realization that all the atrocities they've read about, seen in history book and documentaries were committed by real people. It's perhaps easier to think of them as monsters, stern faced, and fanatical. It's harder to see them as real people, harder to wrap your head around the fact that with a change of clothes and hair styles it'd look like a picture of young people goofing around today. It's existentially disturbing, not creepy in a darkened basement or old doll sense.
