I think I'm missing the point you're trying to make. Raw sockets in Windows XP are causing the increase in DDOS attacks?
You'd be surprised how many XP boxes (things that run XP in general) are still online. Also, I doubt the newer versions of Windows don't include that feature in some manner. I've seen some businesses still using Win98 (not SE, just 98).
