Commercial industrial scale grow operations produce what's known as mid-grade quality commercial weed. You cannot grow massive amounts of top quality weed. Almost impossible. The taxes will always mean that legal weed is the same price if not more expensive than black market stuff. Dispensaries also don't deliver or offer credit to their customers.

Illegal cultivators will always have better stuff, cheaper, free delivery, and offer credit.

Black market weed isn't going anymore. People aren't going to want shitty industrial grade smoke.
