This is an over simplistic understanding of foreign relations.
The United States of America has the strongest armed forces that have ever existed--that is for a reason.
That reason is not because we have more enemies than any country that has ever been, but because the US treats its armed forces like an export; something that can be leveraged in negotiations.
By threatening to withdraw support, President Trump gives the other nations incentive to build up their armed forces and reduce their long-term dependence on the US for military aid.
In the short term, America will save a few dollars. In the long term, America will lose its leverage.
