If you work full time 40 hours a week and take two weeks vacation in a year, there are about 2000 payroll hours in one year. Half a year of payroll hours seems crazy but once you read the article and realize this is intentional to stifle competition I can understand the motivation. I don't agree with it but I wouldn't call ot irrational. It is a rational, calculated move designed to circumvent natural market forces. Still a shit move though.
