Both are important in their own way.

For me, the songs backbone is the instruments. Case in point Nessun Durma sung by Pavarotti vs Jeff Beck's Guitar

For me it can be either/or. There are some songs I enjoy the lyrics and the music itself is secondary. There are others where the lyrics are meaningless, but the music is key. The best are when they hit both outta the park in one song, of course.

Rhythm and melody are what draw me in. I'm a lot more likely to listen to instrumental music than a cappella. Great lyrics are a big plus. Overproduction can kill anything. (Gonna sticky this in a couple of hrs.)

I vote instruments, backed by well timed words.

Instruments by far. Voice is an instrument as well.
