It seems this would be wise to do with quite a lot of organizations. I think a big part of the reason the FBI became a useless organization for investigating political malfeasance is because the head of the FBI is a political appointee. Why exactly are we having politicians, whose only demonstrated skill is getting people to vote for them, appoint the heads of intelligence, law enforcement, and so on? Critical agencies who politicians have minimal to 0 experience with. It's nonsensical and in a way is an institutional construct that inherently puts politicians above the law. If you're dirty, you're going to ensure whoever you appoint will have your back.

edit The same also goes for the military. For instance how much of the $1.5 trillion F-35 debacle was actually from the military and how much it was from politicians using the F-35 as a pork barrel jobs program?
