There are 22 million drivers in California. The process for obtaining a license as an undocumented person is DIFFERENT than for citizens. It is a completely different process, they are not registered to vote in this process, they cannot register to vote in this process, only the county not the DMV can verify voters and the license CANNOT be used as an ID and is labeled as such. Industry runs on efficiency. Optimal safety is key for efficiency. There are now 800,000 people who WERE driving before and who now have the insurance and educational resources, as well as motivation and invested interests in SAFE driving. The change in hit and run culture may take longer to adjust but this was a pretty solid call by the state IMO.
