That looks like 2 combined images. The tyvek suited men seemed to have been photographed with a technique called "shutter dragging". This means the shutter remains open for a duration in which brighter portions of the subject could acquire a motion blur, then the flash pops at the end to properly expose the unlit portions. From what I know, the "Elephant's Foot" at Chernobyl is probably the most radiologically toxic object known to man (or at least within his access). And seeing this with it's proximity to people throws a little doubt as to whether this picture is from a single image. The way they're dressed seems inconsistent with the known hazards.
