What is your budget?
The biggest things you need to consider are concealment and battery life. If you want to use wifi, it will drain considerable amount vs using a drop camera that you pick up or swap out every X days. Also, continuous recording is much more costly than motion/thermal triggering, but depending on where you put the camera, it may not record what you wanted.
You need to take a stroll through that area and find places where you could place a camera that could be concealed first.
Concealing a camera is not trivial in high traffic outdoor places. You can go get an off the shelf hidden camera that looks like a rock, but the hard part for long term surveillance is making it concealed and blend in.

There is no law that I know of, prohibiting you from setting up a camera in a public place.
