The Tenth because it says if the right isn't specifically assigned to the Federal gov then it belongs to the States or the People. Sadly, the States got cucked over the years but they are starting to uncuck themselves, evidenced in marijuana legalization especially.

The 10th, which (if interpreted correctly) indicates that 95% of what the federal government is doing is beyond the scope of their powers and should be relegated to the states.

It more than the rest really drives home the point of the constitution. The Bill of Rights points out specific things that cannot be infringed. The 10th points out that there are a lot of other rights that aren't specifically listed but are protected right as well.
It's the least specific, but should carry the most weight IMO. Sadly, I don't think today's society recognizes it very well.
