I don't have a fat neck. I have a big oesophagus and a thick spine, shitlord.

I have an unusually thick neck (that makes my shoulders look less broad then they really are, unfortunately). Getting dress shirts for me is always a pain because they're always either impossible to button the top button without restricting my airflow , or if I buy a larger size then incredibly baggy. I hope this only applies to fat necks

I have a feeling those numbers they listed (14.5 inches for men, 13.5 for women) are still higher than they should be, at least for women, even for a maximum. They must have so many fats coming in that they just ignore the small fats.
My neck is about 12-12.5 inches at the bottom (largest part), and I'm a very tall female at ~6' tall. I don't think I have a freakish alien neck either (or maybe I do and I'm okay with that).

Fats try to dodge this by just eating until they have no necks. An indistinguishable transition from head to body leaves no landmark to measure from. Checkmate, beetus.
