The question in the title and the question asked are 2 different question.

The title: Free electrons do stop , because E kin = 3/2 kT in which T is temperature.

In the video: No, they have to occupy the states around a nucleus , according to the Pauli principle. Thus holding energy and moving. Because if they didn't move, they would plunge into the nucleus, and that is not what is happening. Quantum mechanics.
