They should have done it already.

Most motivated people who vote have already voted via absentee or Early Voting. On Tuesday, the general cattle call will go vote and complain about long lines, and some will either abandon the line or be turned away when the polls close.

When is the best time for Wikileaks to release the most damning information?

Any time now.

I'm wondering if they are gonna wait until a day or two before the election, so it's fresh in peoples minds when they vote and the mainstream media hasn't had time to propagandise/spin the story.

Probably a couple days before the first debate, it would have to have been brought up and should have good viewership

Probably about 4 days ago. Yeah, you don't want the public to forget, but you still need the time for the independent and undecided that you are trying to win over to hear and disseminate the news in time to get motivated and do something about it. If they are still on the fence and even listening at this stage of the elections, chances are high they're not super-saturated in political news like the majority of decided voters, and it takes time for word to really make its way to them so they can care and change their vote (or vote at all).
