What's the point? Do they think these people have PCs and laptops? They probably have smart phones and don't have PCs.

It raises the value of the locations, and in turn brings about gentrification.
We then get to kick the people out of the city, and send them off into the country. Peasants belong on the farm, useful people belong in the city. That is the master plan.
