So I'm kinda late to this party, but here's my thing.

I had experienced stuttering on my old raspberry pi at 1080p as well, however I found this which was really interesting. I never got around to trying it out because my lan party pc took the place of the raspberry, but it seems like the problem may be on the software side.

A chromecast I definitely would not recommend if you're trying to stream local files since you'd need to use something like a samba server then ES file explorer on your phone to stream the video, but a firetvstick would be pretty good.

Another option would be the intel compute stick, though I do not have any personal experience with it so I'm not going to say much.

Why not a Chromecast, FireTVStick, or FireTV? I'm guessing because you don't have any other storage on your network?

The thing to keep in mind is easy-of-use. You might be able to get it going with a Raspberry Pi or something for less than a FireTV, but the FTV will just work, plus the remote is excellent (and there's an app if you're too lazy to find the remote) and you don't have to deal with the software.
