Welfare, Section 8, etc pay dramatically more to poor single mothers than to equally poor two parent households. This creates a strong financial incentive for black mothers to raise children without a father present. Single parents have far poorer outcomes for children than nuclear families, which results in young black males growing up without a father figure, not learning discipline (which they need for work, education, and staying out of prison). This then perpetuates the cycle.
This same issue is growing for other demographics too - it just started with blacks because when these programs were created, racism was common, and the cycle has perpetuated itself.
This cycle would be broken in 1-2 generations if we either ended welfare/section 8/etc or removed the strong preference for single mothers in those programs.

This is correct. Poor black families basically disolved at that point because you could have a husband, OR government assistance, but not both.

Full Disclosure: I'm black.
It's the African American culture. Despite black celebrities' best efforts, black culture STILL sees intelligence as something to be frowned upon. For some reason, they all want to live the lifestyle of the gang banger or the rapper (the former is entirely awful, and the latter isn't inherently bad but it's an unrealistic dream.) Even for the ones who want to not be on welfare, the fact that their parents are poor coupled with the fact that schools in black neighborhoods are awful and the bad job market means that they often can't get out of poverty.
You'll also notice that most of the really successful blacks that you'll meet outside of the entertainment industry were born and raised in Africa. This is because African black culture does not frown upon intelligence like American black culture does.

I'd like to argue for something racist, but I've met young intelligent black men and, without fail, they were mercilessly targeted by their peers.

First, this isn't just anecdotal.
On the other hand, though, we now know the war on drugs was literally started by Nixon to put black people in jail. Then there's the prison corporations. Don't you think those play a big fucking role?
