Why are 60% of black families on welfare?

Because we allow everyone to be on welfare forever, and since no new skills are learned to pass on to their children it creates generations of people learning to live with less as the norm. (And to compensate for it - usually by theft or learning to abuse the system.)

There is free money and food every month, so for a few days they have bread and circuses before falling back to shiftless bored behavior. (Crime, abuse to self and others, dangerous sex, etc. This is not a race thing, this is a bored human thing. It's normal in most poverty stricken areas because basics are provided for them by government agencies so there is no reason for people to do anything besides what they want to do. If given the choice, people would not want to work from someone else, take orders from other people, get reprimanded for mistakes, etc.)

This leads to babies having babies - kids too young to take care of themselves suddenly taking care of new life. For girls, there are programs to participate in that require the baby. (Like WIC: Women, Infants, and Children.) Men don't have that, so really aside from the stigma of being a deadbeat dad there's no reason to do something you don't want to do like lose out on Xbox time to watch a crying, smelly baby. And being a deadbeat dad isn't what it used to be anymore than being a neglectful mom is/was. People make excuses for them now to protect them from the social shame that used to drive people to be better and succeed.

White privilege is quite absurd, but there is absolutely a degree of class privilege. If your parents were rich, you're exceptionally likely to end up rich. If they were poor you're exceptionally likely to end up poor. Changing from one group to another is socioeconomic elasticity. For a variety of reasons, socioeconomic elasticity in the US is literally the lowest in the world among developed nations.

Things like Rosa Parks seem like an eternity ago from most of our perspectives, but in reality it happened in 1955. That was only 61 years ago. Lynching as a semi-regular occurence didn't end until the 1980s - just 35 years ago. So a lot of blacks are coming from families that were around when there was real and overt racism against them further compounding our already very low rates of socioeconomic elasticity. That's going to lead a shitty socioeconomic situation and it's also going to lead towards a lot of anger which is not exactly conducive to becoming a productive member of society.

And black culture is currently almost certainly having a very negative impact on kids who may otherwise lack role models at home. The failed "war on drugs" accomplished little other than putting a ton of black heads of household into prison for years for victimless crimes. And many big name successful blacks reinforce this culture acting as absolutely terrible black role models in sports and music. For every Michael Jordan there's a thousand 50 Cents.

And our economy in general is starting to deteriorate even for qualified individuals. There's never a good time for a bad start, but there are worse times for it and now is probably one of the absolute worst. When people who even follow the white picket fence brochure are ending up with uncertain futures, kids following hoop dreams are just not going to make it.
