Not sure, but it would be easier to just cover it up. Thinking on it ... some places it is illegal. Many cities require it be view-able when a car is parked in a driveway or whatever, so they can be sure it's not an unregistered vehicle, which their ordinances prohibit.
If the vehicle is on public property, I think the plates + current tabs must be displayed. However, on private property this is not true. The grey area comes in when you would be parked on a private parking lot that you don't own.

Is there any law against removing your license plates when your vehicle is parked?
