Reposted links are very different from reposted text. Self posts imply originality, that OP is sharing a clever thought they had. It's not just a link to a video, it's like copying a diary. Plus, this was from over a year ago. OP went scanning through top posts to find it. They didn't even change the wording. I don't feel thankful for them bringing content from Reddit, I just feel deceived.

Certainly could slow things down, but shoelaces are just fabric, subject to wear and rot. Some idiot braineater bicycling it's legs in an attempt to walk while dragging through the muck and junk would do a number on the laces.
Also assumes that an outbreak starts in classic Romero Dawn of the Dead style, where it opens with cadavers clawing out of the grave. Most modern interpretations are some random victim getting exposed to a pathogen, turning, and devouring/infecting the neighbors. In that scenario there's not much opportunity to commit hilarious pranks on the undead.
