Look in the WHO report. They state where their stations are located for data gathering at page 23. Europe has over 40 points but russia has only 1 despite it's bigger size which leaves most of it unmonitored. Same with Africa which has less than 10 points leaving most of their countries without a single data point. This is further showcased by page 38 which shows deaths in the displayed hot spot in africa are lower than europe and usa which are supposedly the green zones.
tldr: the choosen image is highly speculative and not accurate at all. Other data in the report shows a different picture.

Which makes me overall question if russia hasn't got a red zone that simply wasn't caught because one data point in the far west (looks like it's moscow) can't cover the whole country.
Though what i find more interesting is that the data points on the US westcoast are equal to other US data points - it contradicts the previous report we've seen here about how china's pollution is reaching the westcoast.
