Twitter was never a free speech bastion. They only claimed to be to appeal to gullible saps too stupid to realize it was part of their marketing strategy to appeal to users and convince investors that "social media" was a viable market. Once they thought their place was established they immediately went to work clamping down on free speech and as soon as that started users left and smarter programmers found less controlled ways to replicate the medium.
