I personally like LXLE http://www.lxle.net/

If you have an old CPU you may need to use 32 bit distribution.

Hard to say without knowing what machine you will be running it on. There's minimal as in light on resources and there's minimal in design. Mixplate's recommendation probably fits both of those though but there are other alternatives. I find for most people the best way is to find a desktop environment you like and go from there. You can find some of those in the sidebar. LXLE for example runs a customised LXDE environment.

Minimal in design is what I want. My needs are pretty basic.

Right so my first step would be to have a session on youtube where you check out A few desktop environments. Ubuntu Mate, MInt Xfce 18, LXLE will show what I call the basic desktop environments. You could also search Enlightenment, Kde plasma and Ubuntu 16.04 to see some more complex DE's.

Then once you see one you like you can decide what sort of Distro you want running behind it. In my experience they are all Linux with varying degrees of user friendliness so it depends if you want to put time into learning your OS or if you just want to use it and not worry about the nuts and bolts behind it.

Partition a harddrive, extract the Void Linux rootfs on your new / (dl https://repo.voidlinux.eu/live/current/ next to bottom)

Chroot in, set root password and your other preferences, install the Linux kernel and grub, and you're off to go.
