No not really... Though if possible I'm sure they would prefer communication by phone or in person instead of email. I can't tell you how many times people think I've "ignored them" when the reality is that I didn't check that particular email for a couple days. Some people have multiple email accounts, even for just work, then personal accounts as well.

So you didn't mess up, and I also don't think it was anything personal or malicious on their part either. Maybe they did read your email - if you're not coming what's the point of getting back to you?

They may have taken your first email saying you couldn't do it cause of school as you saying you didn't want the position. The second email would have just kinda been a confirmation. Why they didn't write you back...? It's the govt.

That being said, you didn't really fuck up cause this more than likely won't have any effect if you apply for this position again when you get out of school.

End result is you're up one, if anything, for at least telling them twice you weren't coming in.

I don't like working for people who lack this level of communication

If this is the case, stay the fuck away from government jobs. Nothing happens quickly, and even when you do get somebody to do something whatever they tell you is subject to change and then you're just starting over again. Perpetual frustration and bureaucratic bullshit. The only upside is benefits and you need to spend decades tolerating the bullshit to get them.
