Outside Fallout 1, 2 and Arcanum I can't really think of any other games that do this though. Maybe New Vegas in a limited number of instances.
Kind of a pity that, now almost mandatory, voice acting pretty much destroyed the ability of cRPGs to allow a wide variety of character archetypes to roleplay as.

Daggerfall has a range of languages, and if you don't know the language that another race speaks, you can't communicate with them at all.
