Probably during Coolidge's presidency. Back then, we had a government that understood they were spending other people's money and made damn sure not to waste a penny of it - or overtax us, for that matter. We had relatively free markets. We had actual manufacturing. Immigrants were expected to come in legally and integrate into American life - in fact, Coolidge signed off on what was then the strictest immigration law in American history.
America wasn't perfect - it was still a segregated country, after all. But unlike most of his successors, Coolidge genuinely supported civil rights for racial minorities and wanted to improve race relations. There just wasn't much he could do without the political will for it.
After Coolidge, Hoover got into office, ignored everything that made Coolidge's presidency so successful, and started wrecking the economy. And after Hoover, the left took over once and for all and started subverting everything that made America great, which they continue to do today.

It's called Rosy Retrospection. Everything was better when you were younger. I myself fall into this category with music. 90's music was the best and nothing was ever better, until I pull up the 90's music on pandora and say "Shit, really, that song was a 90's song? That one too!? Crap!"

Trump is referring to a time before the Voting Rights Act and Civil Rights Act were passed. An era of Jim Crow when white men controlled the reins of power. This was also an era where women were married and pregnant in their teens or very early 20s so they had little chance for a career. I don't believe Trump personally supports any of this narrative but he damn well knows his voters do and he'll pander the fuck out of them to get them to the polls on election day.
This narrative is why the Bushes, Mitt Romney, and John McCain aren't attending their own party's convention. None want to be tarred by this brush. Ditto the first-, secondary-, and tertiary-tier campaign consultants. None want this albatross ruining their careers. This is also why the Trump campaign is so spectacularly mismanaged, they just don't have the talent on the support team.
Bob Dole is the sole living GOP presidential candidate to attend the RNC in Cleveland. He's an absolute hero, but he's also 92 and may not live to see another one. Still think he's being foolish.
