Those sites probably haven't updated their front end in the past 3 years.
I can't really think of a reason why a site has to be mobile only ... Is like never. There are times when you have tables with lots of data columns but why are you on mobile?
Proper use of the media tag for CSS makes a huge difference.

It's called bad UI design or the site owners give a shit to update to 3 year old habits. ;-)

Google is smart enough to take into account Twitters Bootstrap which offers the ability to go responsive ;-)

They're popular to website buyers, not so much end-users.
