Mr. Comey has my profoundest respect as a patriot and a defender of liberty. Look at what he's done:
Under obligation only to pass a piece of paper with 'Indict' or 'Don't Indict' to Loretta, circled like a grade-school date proposal, he calls a global press conference to announce that he will not indict.
At this press conference where he was (presumably) instructed to make it clear to the world that Hillary Clinton is absolved of wrongdoing, he states that he is recommending not to indict because, specifically, of a lack of "intent to harm the US". He then refers to the statutes in question, which very explicitly define themselves by 'gross negligence' rather than 'simple negligence', meaning intent doesn't matter.
He then testifies in front of congress that Hillary absolutely did send marked classified information through her server, but it doesn't matter because he thinks she didn't know. He also testifies that the server was probably broken into, and these classified data were probably taken by foreign countries--stating on national television, not behind closed doors, that "it doesn't matter because she didn't mean it".
He's simply maintaining publicly that she's innocent while failing terribly and deliberately to shill her lies like he means them. I can only imagine how satisfying it must be to sit there at a table, telling congress, "Yeah, she's just... too stupid to know that she was handling classified information at the time". That statement cannot be relevant to any line of questioning unless he has directly observed emails sent through her private server that bore classified markings.
This is the same thing as a cop who's sick of abiding abuses of power walking around the neighborhood, knocking on doors, and saying to those that answer, "Hey guys, I just wanted to let you know that there's nothing to see at the corner of Elm and Roosevelt. It's all under control there. Please don't film or take pictures."
