I believe it tried to hard to be competitive and not like Death by Daylight which is only Solo queue instead of trying to make a 4 man team with only 1 playing on alternating rounds and this is on top of the DLC problems which I don't think hurt the game as much as the forced competitive feel.
That's a good way of looking at it as well. Asymmetric multiplayer is hard enough to pull off without trying too hard to be competitively focused. My friends and I enjoyed the co-op well enough but never got into the versus mode much because of the balancing issues.
