As an alternative to the current system, I suggest dividing up the land according to a combination of ancient tradition, language, culture and ethnicity. We could let each part have self determination and call them... Countries?

What variables are in play and how are they evaluated and weighted? How would you define "stock"?

No family history of physical or mental conditions, at the top tiers with the very top tier being of the best physical and intellectual grading.
The inital grading would have to be some kind of global examination to split people up.
The racial mix wouldnt matter, only where you came on the grading.

Keep the continents but separate by IQ.
70 or lower can have Australia because barren shithole
71-85 can have Asia because again not a TON there that absolutely can't be produced elsewhere
86-105 can have Africa because some resources for people of average intelligence but mostly worthless
106-120 can have Europe because alright weather and resources
121-130 can have SA because idk
131+ can have NA because resources and infrastructure
Whoever's insane or intoverted enough to think Antarctica is nice can live there
If you're within 5 iq points of the level above, if you can prove you have something useful to provide (a skill or something) you can move up.

Divide everything down to counties. You'd have a shit ton of city states and some pretty large, and very empty, countries.
