I think there are different reasons
A trustworthy EU would demonstrate that they care about countries and ex-countries and if they come back then they will be welcomed. That would be an EU that I would care for, because these leaders demonstrate compassion.
But evidence demonstrate clearly EU dictatorship, and an abusive jealous partner. The EU leaders have waaaay to much power and sadly enough they will try everything to keep that power even if it means total destruction of the EU.

If it takes the full 3 years, lots of other countries will have referendums to leave before the UK officially does. EU wants a chance to hammer the UK and scare the shit out of everyone else considering leaving.

Yes they want the UK to come on as an affiliated party. The conditions and perks of being an affiliated party are paying 3 bil to brussels per annum. Germany won't let this go easily. If France leaves, a full Euro member, and 2nd biggest + payer, the EU is dead on the spot.
