Yup, Lime is literally calcium oxide or calcium hydroxide (like Limestone is calcium carbonate). Pulverized lime is a pretty strong base. I was under the impression never to add lime to soil unless the soil was initially very acidic?

no shit? i had no idea lime was calcium.

im not sure on whether you should add it if your soil ain't acidic, sorry. Our region has pretty acidic soil anyways (i threw like 120lb of lime into my garden bed before planting this year, but my garden is fairly large), and he composts lots of pine needles, which adds to his acidity. I guess we lucked out in that the lime lowers the pH as well as adds calcium :)
