It should be. But establishing that was the motive to a jury beyond a reasonable doubt would be the hard part.

That is not the problem. Even if the motive was proven, there is little chance the prosecution would ever bring hate crime charges. Those are reserved for crimes against only certain groups even if the laws themselves do not say so.

That's definitely true. That's pretty much why I disagree with the whole "hate crime" thing. If you purposely kill someone, the motive shouldn't matter. Whether you killed them because of their skin/hair/eye color, killed them out of jealousy, killed them for monetary gain, etc. The reason really doesn't matter, the crime is still the same. in my opinion.

I think it's pretty objective that they are being punished.

To punish some more than others at a whim.
