A registered company like that can't really be held liable for scams. It sounds more like incompetence on their part, which is common. Do you have any registered telecommunications agencies in your country you can report it to? If they are registered they must be regulated and a regulatory agency can fine them and help give you compensation and so on.

They're either incompetent, at which point you should call back another day and try to get a better tech person, or they are lying and trying to convince you to rent their shit equipment.

The DVR only contains the recorder itself (basic device with no DRM, which also acts as a front/back end) and the decoder (DRM that translates the encrypted signal to something that can be displayed). The DVR itself is not needed to do this, only a decoder which can be in the form of any device like a cable card or integrated into a DVR. Things like cable cards allow you to select other devices to act as front/back ends for displaying decoded video, including non-affiliated DVRs devices such as PCs.

Most cable companies will rent you an M-card for a fraction of the price of their shitty cable box/dvrs, allowing you to save money monthly on their overpriced bullshit "products"
