IIR, there was a suggestion to name a zeppelin "Adolf Hitler". Hitler stopped the idea because he did not want anything that was so fragile named after him. Instead the airship was named "Hindenburg".

As stated, it sounds as if it's saying "What a humble guy, this Stalin! Such a good chap, wouldn't even let 'the people' name monuments and achievements after him!"
I'm all about learning new things, but we need to remember the magnitude of suffering associated with the name "Stalin." The millions starved. The culture squashed. The promising country that suffers to this day under the memory of his iron fist.
Stalin is one whose memory should always be evoked with context.
