I do work in petrochemical.
Train derailments happen quite often. Only the sever ones get national reviews. Especially when our rail system is shotty at best.
And quite honestly, it's all politics why trains are being used so heavily.
A majority of pipelines are old. They get sorta grandfathered it. Unfortunately they run them to they fail. They inspect where they can, But it's all underground.

Point is pipeline tech is much better than 20-30 years ago. And a lot has been learned.
New pipe lines cost a lot but quickly make it back because of the amount of product they can move. Some pipelines can be repurposed for something else.
Unless you do away with petrochemical there will always be pipelines. It's proven tech.
